A. Project Management and Administration: a. Provide oversight and coordination, b. Provide appropriately qualified staff to support the project, c. Create, monitor, and update project design schedule. d. Schedule and conduct project meetings, prepare and distribute meeting agendas and minutes, as required. e. Provide coordination with the City representatives to ensure goals, intent and complete project understanding f. Provide coordination with outside agencies, as needed, to complete regulatory and environmental reviews g. Prepare and provide monthly invoices with progress reports and budget summaries B. Design Services: a. Conduct site visits, review record drawings and other available documentation, gather field data, perform design survey, etc, as needed, to support the analyst and preliminary design phases (Conceptual through 30% phase) b. Pre-Design Report: including design criteria and recommendations. c. Comply with the latest Stormwater Design Manual process for the project, if required d. Permitting: Identify, prepare and obtain permits and environmental documentation required for project e. Meet the latest Washington State Department of Health (DOH) Water System Design Manual requirements f. Prepare all design documentation including Plans, Specifications, and Estimates (PS&E) required to conform to all applicable standards to include but not limited to Department of Health, City Standard Specifications and Details, WSDOT Standard Specifications, and CSI Technical Specifications (30% through 60%, 90%, and 100% phases) g. Provide structural calculations utilized for design h. Project Construction Schedule: including major milestones and long lead items for materials and equipment i. Preparation of bid ready plans and specification packages for construction of the project. C. Bidding and Award Support: a. Respond to prospective bidders / suppliers technical questions during the bidding process. b. Prepare addenda for issuance during bidding, as requested. D. Construction Management: At the option of the City of West Richland, a separate agreement may be executed with the original consultant for the following services: a. Provide Construction management, inspection and documentation services in accordance with Local, State, and Federal guidelines. b. Preparation and completion of project closeout documentation in accordance Local, State, and Federal guidelines.
