The County seeks a broad range of services and capital improvements in order to improve the energy and operational efficiency of County facilities, address critical infrastructure needs and enhance the health, safety, comfort and functional alignment of County facilities. These services and capital improvements will be provided through an Energy Services Agreement, which could include, but is not limited to, an Energy Services Contract or other applicable state procurement legislation. No contract shall exceed 20 years in duration and is subject to annual appropriations. The County is considering a combination of federal funding, grants, rebates, as well as other financing mechanisms. If federal funding is used to fund the proposed projects, in whole or in part, ESCO would be responsible for ensuring that all contractors and project elements meet all applicable state and federal codes, regulations and requirements necessary for federal funding opportunities available to the County.
