Scope I: Shopping Center (Solar) The City-owned shopping center is located at: 100 S Federal Ave, Mason City, IA 50401 The shopping center has a roof of approximately 200,000 SF which will be replaced with an adhesive membrane roof. Given the available roof space, the City would like to add solar to the roof of the building. Respondents should respond with a proposed layout design showing the sizing, projected production, and cost specific to solar. The City is requesting the total cost presented as a price/watt installed but also a Power Purchase Agreement (PPA) price/kWh over a specified PPA term presented by the respondent. The expectation is that any/all State and Federal Tax benefits will be passed through to the City through a long-term PPA contract which should also include an early buyout schedule. The City is also open to bids for the solar plus the roof in the form of a kWh rate to the City, while also passing on tax benefits for the solar plus the roof. Prevailing wage is not a requirement by the City. Respondents should assume that all solar generated by the array will be consumed by the City directly as a behind-the-meter distributed generation project. Utility consumption, rates/fees, etc. will not be disclosed. Scope 2: Shopping Center/Multi-Purpose Arena (Storage) The City is also seeking bids for on-site battery storage capacity at the shopping center and the adjacent multi-purpose arena for back-up reliability purposes. The multi-purpose arena’s roof has an existing solar system that is operational today. The City is open to options surrounding battery storage from qualified respondents. The City would request that the 30% Federal Investment Tax Credit (ITC) is incorporated into responses through a standalone PPA rate and include the total estimated project cost for battery storage. Scope 3: Fire Station (Solar) The City’s Fire Station is located at: 350 5th St SW, Mason City, IA 50401 The City wishes to add solar to the roof of the fire station. Respondents should include a solar layout design, production estimates, and pricing through a PPA contract including an earlybuyout schedule. The Fire Station location is approximately 17,000 SF plus an additional 5,000 SF for the building expansion currently underway. The City would like solar on the roof as shown today along with the expansion. Respondents should provide EPC and PPA pricing for a total of 22,000 SF of available roof space.
