1. Assessing current financial processes involving Social Security, and developing recommendations for improvement around conservation and implementation assistance; 2. Developing a process for determining federal funds to be conserved; 3. Providing subject matter expertise on tax law and how changes to conserved funds could affect Philadelphia; 4. Advising on types of conservator accounts that minimize the impact of future benefits and subsidies to beneficiaries; 5. Management and consultation on Accounting and Reporting system for conserved money for qualified children and youth; 6. Monthly accounting for all conserved funds, by individual youth; and, 7. Creating guidelines for releasing of funds to youth upon exit of care, including: a. Financial literacy training b. Appropriate tax documents required for filing c. Alternative Representative Payee Application support.
