It is the Authority’s intent to enter into an Agreement with the most qualified and responsible Bidder (the “Company”) that offers the best value for the right and obligation to sell, transfer, and deliver Sand (the “Sand”) to the Louisville Muhammad Ali International Airport and Bowman Field Airport (the “Airport”), as more fully described herein. The Company shall base its price generally upon the conditions contained in this document. The Company shall furnish, without limitation, all management, labor, equipment, materials, supplies, and personnel as specified herein all at the successful Bidder’s expense. 4.2 Technical Requirements: a. The granular material (the “Sand”) to be provided to the Authority by the Company shall meet, at a minimum, the most current FAA approved specifications and requirements, currently stipulated within Advisory Circular (AC) 150/5200-30D Section 4.7.2, for the use of treating ice and frost accumulation on aircraft maneuvering areas such as runways, taxiways, and aprons. If such Sand is not manufactured pursuant to the specifications, then it will be the responsibility of the Company to remove such Sand from the Authority’s property and replace, at no additional cost to the Authority, with Sand that does meet the specifications. b. The Sand to provided must consist of washed granular mineral sand particles that are free of stone, clay, debris, slag, chloride salts, and other corrosive substances. The pH of the water solution containing the material must be approximately neutral (pH 7). Sand must be dried before delivery. c. The Sand must meet the following gradation using a U.S.A. Standard Sieve conforming to ASTM E 11-81. The upper and lower sand gradations are in response to engine manufacturers input that finer sized sand from time to time produced hard snowballs while coarser sized sand damaged engine components. The latter case additionally causes damage to the fuselage. 4.3 Sampling Requirements: a. The Company shall submit to the Authority certified independent laboratory test results for the Sand produced for use by the Authority meeting the most current FAA approved guidelines and specifications. Testing for all parameters listed within these Bid Documents shall be conducted before commencement of any Agreement allowing the Authority to determine the usability of the Sand by the Authority. Certified test results shall be promptly submitted to the Authority and shall be dated within 12 months of bid submittal. b. Upon request, the Company shall also be required to submit to the Authority a physical sample of the Sand produced for use by the Authority under these Specifications. All Sand manufactured for potential use by the Authority shall be inspected by an authorized representative of the Authority at a frequency determined by the Authority. The Authority reserves the right to require a sample of the Sand, at any time, for internal testing purposes. c. Upon request, the Company shall submit to the Authority a sample accompanied by a letter certifying the sample represents the complete batch of Sand manufactured for use by the Authority.
