• Oversee and perform the completion of the Airport Concessions Disadvantaged Business Enterprise (ACDBE)/DBE/Car Rental Overall Goals, Methodology, Accomplishments and Short Fall Analysis Reports for the Authority as required and meet the specified deadlines of the reporting structure according to the following schedule: Report Due Date Comments DBE Accomplishment Report December 1 Due Annually ACDBE/Car Rental Accomplishment Report March 1 Due Annually DBE Overall Goal & Methodology Report August 1 Due Triennially ACDBE/Car Rental Overall Goal & Methodology August 1 Due Triennially • Responsible for the utilization of all FAA Reporting forms and formats as required for submittal of goals and accomplishments; • Assist with the maintenance of the ACDBE/DBE/Car Rental/SBPP and Title VI programs; • Provide technical knowledge and expertise relating to all federal programs and guidelines utilized by the Business Diversity Development Department; • Act as a liaison for the Authority when dealing with compliance issues involving the FAA and other governmental entities; • Offer guidance, assistance, and direction with regard to the Disparity Study Process and its completion; • Provide training for Staff, Board, etc. as it relates to new and impending changes in legislation or federal regulations; • Assist Authority with future contracting including, but not limited to, concessions agreements, leases, and joint venture opportunities within the ACDBE/DBE Programs; • Assist Staff and provide suggestions with DBE language in legal notices, public notices, bid documents, etc. as needed; • Oversee stakeholders’ meetings when necessary; • Provide assistance as it relates to the Unified Certification Program; • Provide any recommendations regarding modifications or corrections necessary for the Authority to become compliant with Federal DBE/ACDBE certification regulations; • Conduct reviews of DBE and ACDBE certification files of previously certified firms as follows: As a part of this process, the Respondent may be required to review individual files of certified DBE firms (a list of which will be provided by the Authority to Respondent), the purpose of which will be to determine if the firm is/was properly certified in accordance with 49 CFR 26 Subpart D. The information to be reviewed will include the following: • All certification application forms and related supporting documents, as applicable; • Financial documentation submitted; • All onsite-review documentation and verifications; • Certification-recommendation decision documents, including approval correspondence or denial letters, appeals, etc.; and • Initially assigned Northern American Industry Classification System (NAICS) codes for proper assignment. After completion of the review, Respondent will prepare a report to assess the appropriate application of the regulations and related processes for the certification decisions, including a recommendation whether each firm is properly certified as a DBE and a recommendation on what NAICS codes should be assigned to each file/firm reviewed; and • Other DBE consulting services as assigned.
