The Contractor shall furnish all labor, supplies, transportation, equipment, incidentals, and every other item of expense necessary to perform, on an as-needed basis, Foreign Language Interpreter Services over the telephone and via audio conference call for the California Department of Corrections and Rehabilitation (CDCR), Board of Parole Hearings (BPH), hereafter referred to as BPH. The Contractor shall provide telephone interpreting and conference calls (video not required) to BPH for its statewide locations listed on Exhibit A-1, List of Institution Locations. The mission of BPH is to protect and preserve public safety while ensuring due process to all persons who come under the Board’s jurisdiction. The Contractor shall interpret from a spoken foreign language to English and from English to a spoken foreign language. Interpretation services will be for incarcerated individuals within CDCR’s prison system. They will speak in great detail about their crime(s) and their time within CDCR. This includes details that may involve graphic, violent, or sexual context. There will generally be three types of events in which interpreters will be obtained for services. BPH-Consultations which will last approximately one hour, an attorney client interview which will last approximately one to two hours, and a Comprehensive Risk Assessment (Psychological Evaluation) which will last approximately two to four hours. The Contractor shall provide BPH with the required level of expertise applicable to spoken foreign language interpreting services. These services shall be provided Monday through Friday, as early as 6:00 AM to as late as 8:00 PM (90% of the time). In rare instances, services by be required outside of these timelines (10% of the time). The Contractor shall be able to provide immediate (on-demand) telephonic interpreter services and conference call for all sixteen (16) languages listed on Exhibit A-2, List of Languages and prescheduled interpreter services for any other language not listed on Exhibit A-2, List of Languages. Contractor shall also provide specialized telephone equipment (dual handset analog-telephone with speakerphone) to all institutions listed on Exhibit A-1, List of Institutions as directed.
