SAMTD is seeking a professional planning Consultant to conduct a Comprehensive Operational Analysis (COA) of the fixed-route bus system. The COA will analyze the existing system to identify strengths, weaknesses, and opportunities for improvement and potential expansion. The Consultant team shall be responsible for effectively managing the COA and providing innovative mobility solutions to ensure the system meets the evolving mobility needs of current and potential customers in the service area. The COA shall propose potential route changes to enhance service efficiency, ontime performance, and boost ridership, while also improving system effectiveness for existing and future riders. Additionally, the Consultant shall provide recommendations for reallocating the District's fixed-route resources based on SAMTD’s service performance data analysis and public outreach. This process shall incorporate insights on best practices and optimal use of various public transportation modes. All service recommendations shall consider the District's Title VI plan and include an environmental justice analysis. The COA shall prioritize the relationships between effective transit and land use, population and employment patterns, travel pattern change since COVID-19, and social equity in areas with high transit demand. Additionally, integrating current and proposed mobility solutions shall involve assessing potential support from major employers, coordinating with SAMTD’s Commuter Options program, and exploring potential Public-Private Partnership (PPP) solutions.
