The Atlanta Regional Commission (ARC) is seeking proposals from firms or teams of firms experienced in land use, zoning, creative placemaking, and graphic design necessary to support ARC’s Community Development Department (CDD) during the calendar year 2025. The selected consultant should be able to perform the following technical tasks in support of ARC staff leading individual projects, additional details for which can be found in Section III: • Conducting economic impact analysis • Conducting fiscal impact analysis and local fiscal planning • Performing multi-modal planning activities, focusing on bicycle-pedestrian planning • Assisting in arts, culture, and creative placemaking initiatives • Analyzing and revising local regulations, e.g., zoning ordinances • Creating 2-d and 3-d illustrations and renderings to visualize planning concepts • Conducting local housing assessments • Developing and executing outreach and engagement activities • Formatting reports • Other technical activities in support of program
