a) Consultant shall develop and complete application for Individual Permit through USACE for dredging project on TRA’s behalf. Consultant will work with TRA staff, if applicable, to provide the concise information needed for submission of complete Individual Permit application and all related documents. The required information shall be submitted in the format required by USACE and include all required documents needed to be a complete application. Items needed to be completed by Consultant for the Individual Permit, include, but not limited to: • Environmental Impact Assessments; • Project Plans and Mapping, Plans showing the location and extent of the project boundary, including details on sediment deposition locations and proposed dredging site locations; • Identification of placement sites for dredged material; • Sediment Composition; • Dredging Methodology to include information on the specific dredging methods to be used and how the sediment suspension and turbidity will be managed; • Identify all proper sediment disposal options including but not limited to challenges, constraints, and feasibility of each option. • Wildlife Considerations, to include measures to minimize disturbances to local wildlife and their habitats during the dredging process. b) Project Update Meetings: Consultant shall participate in one (1) kick-off meeting with TRA to discuss project goals and logistics, as well as monthly project update meetings to present updates to TRA staff of projects progress, schedule, and budget and discuss any major issues identified. c) Consultant shall provide Preliminary and Final Engineering Design for dredge project and shall provide the following services in conjunction with the preparation of a design submittal: • Consultant shall be responsible for Hydrographic survey to confirm depth, contours, and sediment quantities that need to be removed in the project area; • Identify, acquire, and submit all necessary permits and approvals required for design approval and construction; • Develop preliminary and final plans for dredge project. Plans should include, but not limited to: Cross sections/elevations, project layout/staging areas, general notes, special notes, design details, dredge methodology, quantities, SWPPP, etc.; • Develop preliminary and final technical specifications; • Develop estimate of probable construction costs; • Develop Construction drawings for all project activities in accordance with USACE, and TRA BMP/spec documents. Construction drawings shall incorporate all comments received at the preliminary submittal. d) Consultant shall Identify, acquire, and submit all necessary permits and approvals required for design approval and construction. Provide hard copy, if necessary, reproducible plan drawings and bid documents, in addition to electronic copies to TRA, upon design completion, and as requested during design. Electronic copies should be in the native format (AutoCAD DWG) along with PDF packages and should contain all corresponding references, databases, or files associated with the completed design documents. e) Consultant shall provide Procurement Assistance; services shall include but is not limited to: • Support development and issuance of bid-related documents necessary to complete bid process (e.g., bid proposal form, bid addenda and supporting documentation); • Attend and support TRA at pre-bid conference and bid opening; • Responding to questions from proposers and suppliers during the bid process; • Support TRA with ongoing communication during bid process; • Provide other assistance as direct by TRA. f) Consultant shall provide Construction Phase Services; services shall include but are not limited to: • Support TRA in conducting of a pre-construction conference; • Review all Contractor submittals, submittals shall include: • Requests for Information • Schedules of progress • Shop drawings • Other submittals in accordance with the requirements for the construction contract documents • Attend up to two (2) progress meetings and concurrent site visits for substantial completion and final completion in order to discuss and observe the progress and the quality of work and attempt to determine, in general, if the work is proceeding in accordance with the construction contract documents; • Prepare site observation reports and submit to TRA. Notify TRA of non-conforming work observed; • Assist in negotiations with any contractor-initiated changes by contract, to including notifying TRA of the cost and time impacts of the changes requested by contractor to help TRA make decisions; • Revise the construction drawings in accordance with information furnished by contractor reflecting changes in the project made during construction. “Red-lines” will be developed and maintained by contractor and approved by TRA and Engineer of Record. • Submit As-built drawings to TRA within 30 days of construction completion.
