1. Development, assembly, and collation of a conservation plan, meeting the requirements set forth in statute. 2. Development and oversight of charters and other guidance documents for the creation of a Technical Advisory Committee and at least two project work groups. 3. Development of a work plan, schedule, Gantt chart, and other project management documents to govern the various workflows described in this document and/or which may be identified in the Phase II process. 4. Production and distribution of project memos and updates to VHCB, ANR, the Technical Advisory Committee, and project work groups throughout the duration of the project. 5. Creation and dissemination of public engagement and outreach materials, as directed by VHCB and ANR.
