The Contractor shall provide for the Property Valuation and Review division of the Department of Taxes a training that addresses anti-bias measures for Vermont Listers and Assessors pursuant to Act 68 of 2023. This training will be provided to Listers and Assessors will be provided in virtual and in in-person settings. The training should define implicit bias and address racial disparities in property valuation outcomes in the United States, with a focus on Vermont in particular. This training needs to be suited for participants at various levels of knowledge in both the assessment and equity spaces. The selected contractor will work with the Department to create this training as well as associated materials. This training will be provided annually as a part of ongoing bias reduction training and therefore should updated and maintained regularly. Proposals should include a course outline or syllabus as well as information on the submitters’ experience providing such trainings, their experience in or knowledge of assessment, specifically in Vermont, and their ability to provide ongoing training.
