a. When conducting the Impact Evaluation, Contractor shall: 1. Evaluate impact using an Integrated Holistic Impact Approach and data modeling; 2. Utilize a representative sample of the Client types, Client demographics, TTF program Service Provider types, and Service Provider locations; 3. Use quantitative and qualitative measurements to assess impact; 4. Qualitatively and quantitatively assess the effectiveness of the following TTF program services: A. Counseling and mentoring on pregnancy, education, parenting skills, adoption services, life skills, and employment readiness topics; B. Care coordination for prenatal, perinatal, and postnatal services, including connecting Clients to health services; C. Educational materials and information about pregnancy, parenting, and adoption services; D. Referrals to governmental and social service programs, including childcare, transportation, housing, and state and federal benefit programs; E. Classes on life skills, personal finance, parenthood, stress management, job training, job readiness, job placement, and educational attainment; F. Provision of supplies for infant care and pregnancy, including car seats, cribs, maternity clothes, infant diapers, and formula; and G. Housing services. 5. Qualitatively and quantitatively assess the performance outcomes of TTF program services, including: A. Improving healthy pregnancy and childbirth outcomes; B. Improving child health and development; C. Assisting families with achieving economic self-sufficiency and stability to increase workforce participation; D. Promoting marriage and family formations for participating parents; and E. Identifying and assessing any other outcomes that individuals experienced as a result of receiving TTF program services. b. Additionally, Contractor shall: 1. Develop and finalize written Impact Evaluation tool(s) to be used to assess TTF program impact for HHSC review and approval; 2. Obtain Institutional Review Board review and approval of the evaluation prior to engaging with Clients; 3. Develop Impact Evaluation Schedule that includes specific timeframes and deliverables for HHSC review and approval; 4. Coordinate with HHSC, Network Contractors, and Service Providers to obtain access to program data and Clients; 5. Provide project planning, management, and reporting to HHSC; 6. Submit Impact Evaluation Status Reports on HHSC-approved template to HHSC; 7. Submit reporting as required and set forth in Section 2.1.4 (Deliverables) to highlight the efficacy of TTF program services and assessment of outcomes of the program; 8. Coordinate with HHSC to schedule status meetings as set forth in Section 2.1.4 (Deliverables) to discuss the respective report and receive feedback; 9. Present findings as set forth in Section 2.1.4 (Deliverables); and 10. Provide all data collected to HHSC upon completion of the Impact Evaluation. Contractor may not use the data for any purposes outside the scope of the Contract unless HHSC explicitly grants written permission.
