The Department of Social Services desires to establish a single feasible source contract with the Missouri Network of Child Advocacy Centers, Inc. doing business as Missouri KidsFirst for services and programs administered through the statewide association of Regional Child Assessment Centers (CAC) aimed at preventing and combating the commercial sexual exploitation of children (CSEC). Missouri KidsFirst is the only entity in the State of Missouri certified through the statewide association of Regional Child Assessment Centers. Missouri KidsFirst can provide the necessary training for CSEC that refers to a range of crimes and activities involving sexual abuse, trafficking, or exploitation of a child for the financial benefit of any person or in exchange for anything of value including monetary and non-monetary benefits given or received by any person. In addition, Missouri KidsFirst is the only vendor in Missouri with the number of linkages and direct reoccurring communications within CAC’s to meet the Department of Social Services needs and requirements. According to RSMo 34.044, a single feasible source can be utilized when the product/service requirement is proprietary and only available from a single provider. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
