2.1 Qualified Bidders are encouraged to provide pricing based on five (5) scenarios included on the bid form which shall be used as the basis of award for this solicitation. In addition, Bidders shall provide a comprehensive list of all brand category discounts, product offerings, and pricing for spirit wear and apparel, which will not be used in the bid tabulation but will be used for any resulting contract. For category discounts and pricing, specific figures must be provided. Percentage ranges are unacceptable. Bidders are requested to provide product availability and pricing based on a discount from the manufacturer’s list price with indefinite quantities and pricing for services including screen printing, embroidery, and heat transfer in accordance with the items included on Attachment A Pricing Sheet. 2.2 Deliveries are made to fifty-four (54) Harford County Public Schools and central office located within Harford County, Maryland. 2.3 Each item shall be identified with a permanent label identifying the manufacturer’s name, material, content, laundry instructions, and size in bold letters. 2.4 Stock and Custom items must have options to include but not limited to: 2.4.1 Screen Printing 2.4.2 Embroidery 2.4.3 Heat Transfer 2.4.4 Sublimination 2.5 When contractor cannot abide by the terms and conditions in fulfilling the requirements of the contract, HCPS reserves the right to purchase on the open market and charge the contract the difference between the contract price and the market price. 2.6 All prices shall be F.O.B. Destination as applicable. All charges (e.g., freight, packaging, and handling) must be included in the bid price response, on the Bid Form. No additional charges will be allowed unless specified in the proposal document. Fuel charges are unacceptable and will not be permitted. 2.7 Products purchased as a result of this IFB shall be supplied as offered and accepted without substitutions of material or style. 2.8 Patches, screen printed, color printed, and/or embroidered patches shall be attached to the garment in script or block lettering in upper and/or lower case or as determined by the requestor. 2.9 The requestor must approve all apparel proofs prior to purchase. 2.10 Contractor agrees to accept for credit any merchandise returned not fulfilled to specification within thirty (30) days after receipt of goods without any handling charges. When products delivered fail to meet specification, the cost of return freight shall be charged to the account of Offeror, and HCPS may deduct such charges from amounts otherwise owed to the Contractor. 2.11 Routine delivery response for standard and non-standard sized product to HCPS shall be within fourteen (14) working days after receipt of purchase order. For custom made items, such as silkscreened items, it will be the responsibility of the Contractor to communicate with the ordering entity all delivery details. Delivery shall be made during normal working hours of the individual school or facility. All deliveries must be labeled with the athletic director or recipient's name and accompanied by a copy of the invoice or packing slip. 2.12 Contractor shall notify HCPS immediately if there is a delay in delivery or partial delivery will be made along for the reason via email to the person who placed the order. At that time, HCPS will determine if they want to cancel the remaining order or the entire all together, 2.13 REVISION OF MANUFACTURER’S PRICE LIST(S): The proposal will be based on manufacturer’s latest dated price list(s). Said price list(s) must denote the manufacturer, latest effective date and price period only if such list(s) is published by the manufacturer for industry wide use (NOTE: Discounts accepted as part of this bid are not subject to revision, without prior approval by HCPS). 2.14 NEW PRODUCTS: HCPS is open to future/additional products, which may be developed and become available for processing during the period of the proposed contract. All new products MUST be approved by HCPS. New products may be considered with proper documentation, complete product description, and End Product Data Schedule. At the discretion of HCPS, the new item will be added to the contract, via an Amendment. 2.15 HCPS reserves the right to add additional items or additional contractors through the contract term should there be a need for items not available from the awarded contractor(s). Upon award of a contract, the Contractor is obligated to deliver the goods to the destination specified and bears the risk of loss until delivery.
