The San Bernardino County’s County Administrative Office – Finance & Administration, hereafter referred to as the “County” or “CAO” is seeking Proposals from interested and qualified Proposers to provide focused compliance review services over certain subrecipients of the County-directed American Rescue Plan Act - Coronavirus State and Local Fiscal Recovery Fund. B. PROJECT DESCRIPTION 1. The proposer(s) will provide focused compliance review services as requested by the County for the ARPA SLFRF compliance requirements. The proposer(s) will be required to comply with Exhibit A during their contract performance as part of U.S. Treasury requirements for all ARPA SLFRF County contractors/subcontractors. All reports made based on Proposer(s) focused compliance review services must be submitted within sixty (60) calendar days of the compliance review being assigned to the contractor by the County. 2. The services required from proposer shall include, but are not limited to, the following services: a. Internal control evaluation relevant to SLFRF claims submitted to San Bernardino County b. Procurement compliance check c. Eligible costs review, including the period of performance d. Duplicate vendor payment test e. SLFRF duplicate reimbursement claim check g. Cash disbursement test h. Cost principles test: i. 2 CFR 200:400 (a) – (c) and (e), ii. 2 CFR 200.403 (a), (c), (d), (g), and (h)
