Washington County Behavioral Health is requesting proposals for professional services to conduct a comprehensive Pay and Performance study and analysis. We are requesting proposals from qualified human resources and/or career development consultants familiar with classification and compensation studies and career development and pathway in mental health services, specifically for non-profit community mental health agencies. Consultant will work directly with one local community mental health agency. A review of current employee job descriptions, position classifications, compensation levels, benefits, professional development opportunities and pathways for growth in the agency, as well as research on industry standards for similar jobs and position classifications, will further help to ensure that non-profit community mental health organizations remain competitive and ensure retention of qualified staff. The study and analysis resulting from this solicitation will evaluate and recommend appropriate updates to current policies and procedures for proposing and implementing future industry-standard pay and performance infrastructure, identify best practices for pay, that will help lift employees out of poverty, and create a robust standard for all mental health nonprofit organizations. This study and analysis will also help the nonprofit mental health sector address critical challenges in recruiting and retaining qualified individuals to serve vulnerable program participants.
