The Procurement Officer of the JBID has received a request to make the following sole source procurement for utility billing and payment services, and gives public notice of the same. The purpose of this notice is to provide public notice as required by law and to determine whether there are other interested and qualified vendors that meet the requirements of JBID for the proposed sole source procurement. For the following reasons, and based on research performed by the undersigned, the District has determined this purchase will utilize the sole source procedures authorized by the Utah Procurement Code: • Transitional costs would be significant considering the following factors: o The District’s entire billing and account system has been updated and set up to match Xpress Bill Pay account numbers. o All current customers enrolled in Auto Pay would be required to cancel payment services and set up new accounts with a new provider. o Existing accounts are set up, categorized, and organized to work seamlessly between Xpress Bill Pay and Caselle. • Xpress Bill Pay is the preferred provider of Caselle, the billing software provider utilized by the District. • Xpress Bill Pay has been utilized by the District since 2013 and therefore has institutional knowledge of the District’s billing system and processes that make updates and changes less impactful.
