Technical Requirements Seamlessly combine cellular, radio transmission, and GPS technology; Ability to use as a hot spot with City-issued mobile devices; Redundant and secure communication protocols; Battery backup for both in-vehicle and supporting devices; Provide real or near-real time tracking; A cloud-based solution; Must provide access to raw data via consumption or extraction; Ability to consume geospatial information, including road network, road closures, construction zones via a REST endpoint; Secure and tamper-proof vehicle equipment; Preference to interface with ProWatch and/or ID badge fobbing system; Identifiable by vehicle and driver; Integration with existing software Centracs ATM, ESRI, FASTER, New World, Infor Public Sector, and Tyler Technologies; Additional features, including options for Front Facing Dash cams; pedestrians or bicyclist mobile apps; asset and tool tracking capability for water mains and items such as generators; vehicle pre-inspection; System data will be stored for an extended period of time with options to “freeze” data based on potential litigation or litigation holds; Guarantee admissibility in Court; The State of Kansas will participate in FirstNet; the solution and protocols must be compatible with this initiative. Functionality Requirements Basic/Passive data collection/monitoring including, but not limited to: Basic vehicle operations (on/off/idle/reverse) Driver performance (speed/braking) Route status Travel direction A la carte implementation of advanced data capture including load weight, plow up/down, spreader on/off, sweeper on/off; Routing optimization based on scheduled appointments, work activities, etc., with the ability to re-route based on priority or emergency dispatch; Preventative maintenance alerts based on mileage or hours; Diagnostic code data and parts integration; Ability to adjust GPS refresh rate; Ability to import or draw geofences; Measure fuel consumption; Anti-idle shutoff; Ability to have different functional roles by agency (vertical and horizontal roles); Ability to assign differing priority levels; Adjustable detection zones; Easy to read display with consideration for lighting and the elements; Ability to schedule or auto-update during off hours; Analytics and Reporting Requirements Ability to see all data captured available to view or query through the system’s portal, with Open API; Ability to query, report, and analyze all data contained within the system via an interface and the ability to export or consume data. This includes live identification of a driver or vehicle; Ongoing user training including onboarding training and minimum 2 training sessions per year for new users for the term of the contract.
