The Pennsylvania Department of Transportation has been working with IUP and our research team on developing PennDOT's DBE Goal Methodology and to address related questions since 1997. As part of the IUP research team, Albert Davenport, Sole Proprietor of Davenport Communications, will assist is all aspects of the project. Mr. Davenport is not employed by IUP, but will assist the University's research team. IUP has been fortunate enough to win this contract for the past 24 years, largely because of the entire research team that has worked closely with PennDOT and the Federal Highway Administration since 1997. Mr. Davenport has a unique set of knowledge and skills as part of this team that cannot be replaced through the bid process at this stage in the process. Mr. Davenport is named as part of the research team in the Executed Agreement between PennDOT and IUP. Please note: This is a Sole Source Notification.
