TASK 1 - Project Commencement Task 1.1 Information Gathering The Consultant shall review and collect existing information about the study area. Primary sources of information are the City’s 2025-2026 Budget, General Plan, the General Plan EIR and appendices, and the City’s Urban Reserve Analysis. The City has prepared a draft schedule for the Specific Plan process (under separate contract) that identifies key milestones and tentative hearing dates. The selected consultant will review background documents and the Specific Plan project schedule, to compile any data request needs for City staff, in order to develop the Fiscal Analysis, assist with identifying costs to update the DIF analysis, and information to negotiate a tax share agreement. Task 1.2 Kick-off Meeting with Key City Staff, Development Team and Consultant The Consultant(s) and City staff will meet to review and finalize the work scope and project schedule. The meeting will include a discussion of project goals, opportunities and constraints, provision of relevant background information and documents for the existing conditions analysis, arrangement of informational meetings with relevant City staff members, and project management. Deliverables: • Project commencement meeting with City Staff • Confirmation of the detailed project schedule • Meeting notes summarizing the results of the meeting Task 1.3 Confirm Project Assumptions with the City The Consultant shall develop a series of baseline assumptions and review of existing businesses and housing inventory addressing retail, dining, entertainment, professional services as well as all types of housing existing in the city and opportunities within the Specific Plan area. Deliverables: • Baseline assumptions • Develop population, area demographics and lifestyle characteristics • Identify constraints that could impact market potential o Presence/absence of utilities (water and/or sewer infrastructure, etc.). o Transportation system Task 1.4 Perform Budget Analysis and Identify Fiscal Issues Consultant will derive baseline costs and revenue parameters from the City’s Fiscal Year 2025-2026 budget and from discussions with City staff. Task 1.4.1 Prepare an Absorption Analysis Consultant will prepare an absorption analysis based on existing pending vacant but not yet constructed projects within the City limits and a projected absorption analysis of the Project both for near-term and ultimate build-out of the city. Task 1.4.2 Forecast Public Services Costs Consultant shall estimate the cost of municipal services required to serve the Project based on the City’s current level of service.
