Solution must: be delivered as a production-released hosted solution; be a fully cloud-based software as a service (SaaS); have a centralized administration; provide correction tools such as spell-check; possess built-in quality assurance tools that prompt users for information to ensure compliance with HUD’s rules and regulations; have the capability for thirty-five (35) employees to access the system at the same time; continuously and automatically update to encompass the newest version of software upon its release; have a minimum guaranteed uptime of 98%; be physically hosted in redundant geographical locations within the continental United States; provide a test environment to use when troubleshooting issues or when training on updates released by the vendor; support the most popular mobile devices, e.g., phones (Android, iOS, and Windows), and tablets (Android, iOS, and Windows) to include direct messaging features to facilitate communication between landlords and SC Housing administrators; provide data encryption in transit and at rest; include dashboards that allow information such as occupancy rates to be readily accessible; allow batching for data exchange; and support seamless data migration capabilities to ensure that data can be transferred from the incumbent system to the awarded Offeror’s solution or another location or vendor, as the case may be, including tools or services that facilitate the data transfer in a standardized format, a validation process to confirm the integrity and accuracy of the migrated data, and detailed documentation outlining the migration. Contractor must: provide services and staffing necessary to set up and launch or update the proposed solution; follow industry best practices for regular data and solution backup and backup storage; and have established protocols for dealing with unauthorized access to or disclosure of confidential data. If unauthorized access or disclosure occurs, the Contractor must inform SC Housing within 24 hours, in writing. provide proof of cyber liability insurance to cover potential data breaches or security incidents (see Contractor’s Liability Insurance- Information Security and Privacy). submit any security certifications that the Offeror holds (Example: Cyber Essentials Certification). explain how the Offeror maintains compliance with applicable HUD laws and regulations. undertake annual audits in accord with the American Institute of Certified Public Accountants Statements on Standards for Attestation Engagement (SSAE) No. 18, as currently in effect, including Service Organization Controls (SOC) 1 Type 2 and SOC 2 Type 2 (collectively referred to as SOC Audits), with respect to the solution, and provide a copy of the most recent SOC Audits to SC Housing upon request.
