The Land Clearance for Redevelopment Authority of the City of St. Louis, Missouri (LCRA) is issuing a public Request for Proposals (RFP) for the redevelopment of the city-owned property at 718-720 Union Boulevard and 5244-5266 Enright Avenue (the “Property”). The property was originally constructed in the 1920s to serve the members of the Young Men’s Hebrew Association, with various additions constructed through the 1970s. The Property was most recently operated by the Demetrious Johnson Charitable Foundation as the West End Recreation Center. The intention of this RFP is to solicit proposals from developers (“Respondents”) that will contract to purchase or lease the Property and complete the redevelopment (the “Redevelopment”) of the Property according to terms, provisions, and conditions determined by the St. Louis Development Corporation (SLDC) staff. Other terms and conditions may be developed in response to specific Proposals and incorporated into agreements that may be necessary to implement incentives for the Redevelopment.
