Task 1 – Routine Surface and Equipment Monitoring The consultant shall conduct instantaneous and integrated surface monitoring over the surface of the landfill. The consultant shall monitor 50,000 square foot grids by walking a pattern with a maximum 25 foot spacing. Figure 1 presents the monitoring grid. All instantaneous readings in excess of 200 ppm shall be recorded. Readings in excess of 500 ppm are considered exceedances and must be recorded and reported for corrective action. Integrated surface monitoring results in excess of 25 ppm are also considered exceedances and shall be recorded and reported. The consultant shall utilize wind speed data from the Kiefer Landfill weather station. Monitoring is not to occur within 72 hours of measurable precipitation, when the wind speed exceeds 10 miles per hour, or when the average wind speed exceeds 5 miles per hour. Concurrent with surface monitoring, the consultant shall conduct monitoring of all LFG control system equipment as required by regulation. Current LFG system equipment includes a flare station with two flares, two gas-to-energy plants with a total of five engines, and associated equipment. Monitoring of any future additions to the LFG control system equipment will be incorporated into this Scope of Work. Task 2 – Follow up Monitoring The consultant shall perform follow up monitoring at grids and instantaneous points exceeding regulatory limits using the same methodology described in Task 1. Follow-up monitoring shall be conducted within the time frames dictated by applicable regulations. The consultant shall coordinate with DWMR staff to schedule of follow up monitoring. Task 3 – Initial and Follow-Up Reporting The consultant shall submit to the Project Manager, via email, surface monitoring results in electronic format within 24 hours of each day monitoring occurs. Results shall contain, at a minimum: 1) Instantaneous and integrated monitoring results for each monitoring grid, point, or other location of interest observed in both table and map format. 2) Initial reports will be updated and re-submitted to DWMR with follow-up monitoring results, as required in Task 2, until each quarter’s monitoring event is complete. 3) Only readings meeting levels noted in Task 1, and follow-up readings for such locations, will be included in initial reporting. 4) Corrective action deadlines for exceedances, based on both Federal and California regulations, will be noted for applicable locations. Task 4 – Quarterly Report The consultant shall submit to the Project Manager, in PDF form via email, quarterly reports summarizing results of monitoring activities within 30 days of completing monitoring activities for each given quarter. The reports shall contain: 1) Raw data tables and summaries of instantaneous and integrated monitoring data. Follow-up monitoring data will be noted as such. 2) Maps of monitored areas with readings meeting or exceeding values in Task 1 shown. 3) Descriptions of corrective actions needed or taken. 4) Instrument calibration and meteorological data on days when monitoring occurred. 5) A schedule of grids that must be monitored in the next quarter. 6) Other information required by appliable Federal and California emissions monitoring regulations.
