The City seeks a qualified consultant in coordination with the appropriate staff to develop provisions to expand the district to increase the number of opportunities for electronic billboards citywide on City-owned properties and for the ability to bring in additional revenue, advertise offsite products and/or services, and broadcast City and/or emergency messages. Primary goals include creation of a billboard sign inventory, removal of illegal, nonconforming, outdated and/or unsightly static billboards, replacement of such billboards with electronic billboards at a 2-for-1 replacement ratio, and allowance of creative electronic billboard(s) along the City’s Downtown (intersection of Florence and Eastern Avenues from Live Oak (south) to Lubec (north) and 710 Freeway (west) to Ajax Avenue (east).
