3.1 Goals: Contractor shall provide the equipment described herein to accomplish the following goals: SDAPCD bulk mails roughly thousands of pieces of mail each month currently and will be greatly expanding that number in the months to come. SDAPCD seeks an automated folder, inserter, and sealer machine (Machine) with the following minimum requirements: Machine Specifications: • Machine contains at least four document feed trays. • Machine can run up to 20,000 envelopes per month • Machine can trifold up to eight sheets per envelope • Machine can hold standard business letter size envelopes (preferred but not essential to also hold 9X12 envelopes) • Machine can seal all envelopes • Machine can insert a minimum of 2,000 pieces per hour • Touchscreen controls • Minimum of 30 programmable jobs • Machine can hold up to 500 envelopes • Machine can fold standard 8.5 X 11 documents • Machine plugs into a standard outlet Machine warranty, maintenance and training: • Provide a one-year warranty, included in the purchase price, to cover all hardware repair, maintenance, and service, including preventative maintenance and hardware replacement/repair. Labor must be included at no additional charge. • Provide a one-year repair and maintenance agreement to cover all hardware repair and scheduled preventative maintenance, to be effective after the expiration of the one-year warranty. Labor is to be included at no additional charge. SDAPCD shall have the option to renew maintenance on an annual basis to cover all hardware repairs for the life span of the machine or up to four years (whichever is greater). The agreement must provide full details of what is included in the maintenance and repair services for hardware. • After the first year, if repairs outside of regular preventative maintenance are needed, the repairs will be charged at an as-needed hourly labor rate with parts included in the regular annual maintenance cost. • The contractor shall provide machine usage training in person at least once per year and include, at a minimum, written documentation of usage and access to training/usage videos.
