Due to the complex nature of the regulatory and policy landscape of the anesthesiology workforce in Washington state, UW CHWS requires highly specialized knowledge about the role of CRNAs as part of the anesthesia workforce in the state. Dr. Kaplan is the only expert who has the combination of being a clinically active nurse practitioner, academic researcher, and nursing educator with a comprehensive understanding of the policy environment in the state of Washington, as well as nationally, that influences the licensing and other regulation (i.e., scope of practice) of health care professionals, including but not limited to CRNA workforce. Dr. Kaplan’s qualifications uniquely position her to serve as a contractor for this work as follows: • Served as the legislative committee chairperson for ARNPs United of Washington state over 10 years. • Served as the legislative and health policy council chairperson for the Washington state nurses association for approximately 4 years. • Served as a health policy fellow for the American Nurses Association for 1.5 years. • Served as a pro tem member of the Washington state Nursing Care Quality Assurance Commission for 4 years. • Taught health policy courses for over 20 years at multiple universities, including UW Seattle and Tacoma campuses, Washington State University, and Saint Martin’s. • Conducted more than 20 years of research spanning workforce studies of Washington state’s ARNPs Including CRNA’s, and conducted a study specific to CRNAs that was one of the few CRNA workforce studies ever conducted nationally. • Testified numerous times before several Washington state legislative committees, both in the house and the Senate, on issues related, but not limited to, the nursing workforce
