I. Minimum Qualifications The following is the criteria for Respondent to be considered as an eligible candidate to submit a proposal on the requested services described in this RFP. 1. Respondent shall provide proof of current registration with the California Secretary of State as a lobbyist. 2. Respondent must have a minimum of five (5) years expertise and experience in providing lobbying and government relations services. Particular emphasis, if applicable, should be demonstrated in the public sector with depth and breadth of services available, comparable to the District. 3. Demonstrated freedom from conflicts between current client organizations and potential policy positions of EID. II. The Successful Respondent must file, and provide a copy of that filing to EID, the Lobbyist Report with the Secretary of State of the state of California, as well as other necessary documents required by law to operate and contract as a lobbyist in the state of California. III. Tasks Likely Required 1. Developing familiarity with the District’s services, facilities, guiding principles, and service area, to inform government relations and lobbying efforts on behalf of the District; 2. Identifying and tracking of all legislation potentially affecting the public water sector and/or District operations and services, specifically including, but not limited to water quality, water conveyance and delivery, water rights, hydroelectric facilities and power generation, recycled water, public recreational facilities, public governance and records, rate-setting and cost of service, and relevant environmental and land use regulation; 3. Preparing and presenting reports to the District’s Board of Directors, including but not limited to: (1) an annual report summarizing relevant proposed legislation and providing recommended positions for the Board’s consideration; and (2) an annual state legislative report summarizing the results of the legislation tracked during the legislative session; 4. Arranging for and attending meetings between EID representatives and members of the state Legislature; including meetings with the elected members and with staff and committee staff, as appropriate; 5. Providing briefings for key Legislators and EID personnel, possibly including members of the EID’s Board of Directors, as requested by EID; 6. Providing ongoing written and oral reports to EID legislative staff and management while the Legislature is in session, regarding the status of relevant legislation, and soliciting appropriate information from EID staff to facilitate lobbying efforts; 7. Timely responding to EID’s inquiries for information on the status of legislation or seeking professional input on governmental relations and lobbying efforts; 8. Developing and advocating for proposed amendments to legislation to promote the District’s interests, in collaboration with EID legislative staff; 9. Assisting with preparing, reviewing and providing comments on Support or Opposition Letters in coordination with EID legislative staff; 10.Preparing and providing testimony before the Legislature on bills or informational committee hearings, as requested by EID staff; 11.Contacting and coordinating with key interest groups, stakeholders, and political leaders; building coalition of support groups; attending issue meetings at EID’s request; 12.Informing EID staff on relevant actions or proposed actions of the Administration, including the Governor, Governor's office and state departments and administrative agencies (such as the State Water Resources Control Board); 13.Providing introductions and networking opportunities to EID legislative staff in Sacramento; 14.Researching and providing written and oral information to EID on matters which include but are not limited to: a. Proposed State laws and regulations that may affect EID’s interests; b. Reports on and testimony from, legislative and administration hearings; c. The development and progress of State issues potentially affecting specified EID interests; d. State agency and department regulations, guidelines, directives, and other instruments of administrative policy; e. Technical reports and memoranda or policy documents relevant to EID’s operations and fiscal conditions. 15.Preparing a monthly summary report itemizing the activities taken on behalf of the District and the amount of time spent on each item for governmental relations and lobbying services on behalf of the District during the prior month.
