16. Duties of Contractor: a. Non-Emergency Authorization: On an as-needed basis, receive a list via an electronic spreadsheet of properties authorized for boarding and/or re-boarding, and inspector photos, and complete board up within 36 hours of City placing jobs on spreadsheet. The spreadsheet will include a color photograph, and a description, provided by the inspector, showing the opening(s) to be boarded by Contractor. The inspector's photographs will, when possible, include a point of reference at the work site. If boarding and/or re-boarding is not completed within thirty-six hours (36) hour period, it shall be considered a "late response” and no payment will be issued. b. Pre-planned non-emergency authorization: On an as-needed basis, board properties at a pre-scheduled time as discussed and arranged with City of Minneapolis employees. c. Completed jobs need to be entered into the spreadsheet no later than 3 days after the work is completed, including before and after photos of each job. d. Non-emergency and pre-planned authorizations: Maintain a telephone with voicemail or answering machine, computer, Monday through Friday. Maintain mobile device with photo, internet and spreadsheet application capability. e. Provide and carry out the functions of current record keeping, equipment and boarding continuously during the life of the contract. Contractor shall maintain in its employ competent, reliable and qualified persons sufficient in number and in labor hours to satisfactorily carry out said field and administrative functions, and to fully and satisfactorily perform the terms and conditions of the contract in accordance with good business practices throughout the term of the contract. f. The contractor shall respond to all telephone calls, e-mails and inquiries from the City within eight (8) business hours, unless message left indicates a more timely response is necessary. g. Send the necessary vehicles, equipment and personnel to designated locations in response to authorizations received from Inspections Services Division. Contractor must have the necessary equipment to comply with requests by Inspections personnel to secure accessible and inaccessible openings. Equipment may include ladders, extension ladders, scaffolding, etc. With Non-Emergency and pre-planned work the Contractor may, on occasion, be requested to meet the Inspector at such location, at a time mutually agreeable to the inspector and Contractor, and shall not commence work of boarding prior to said meeting.
