(1) Examine plats, plans and specifications for administrative completeness prior to accepting them for plan review processing. (2) Participate on behalf of Engineering Division and Public Works, as necessary, at meetings, as requested. This would include pre-submittal meetings where the reviewing engineer will conduct preliminary plan reviews of projects before they are formally submitted. The City prefers the review engineer to attend in-person meetings. (3) Identify and inform City staff of any significant issues particular to the site such as floodplain or drainage; site access; sewer availability; jurisdictional involvement of other agencies such as Cochise County, Arizona Department of Transportation (ADOT), ADEQ, Arizona Department of Water Resources (ADWR), Federal Emergency Management Agency (FEMA), Army Corps of Engineers, etc. (4) Examine the public improvement aspects of plats, plans and specifications for residential, commercial, industrial and multi-family projects to determine compliance with the provisions of the City’s Development Code, the Sierra Vista Roadway Design Manual, MAG Standards, and all other pertinent engineering design standards.
