The City of Rochester is seeking Request for Proposals (RFP) for the redevelopment of the cityowned parcel located at 16 Bridge Street (0121-0030-0000). This 2-acre parcel, formally the St. Elizabeth Seton School, holds two structures (school and rectory) and is bounded by both River and Bridge Streets. A site map is included as additional information as part of this document. This parcel is zoned Downtown Commercial (DC), with permitted uses listed in Tables 18A-18E of the City of Rochester Zoning Ordinance Chapter 275 of the City’s Zoning Code. The Rochester City Council is aware of the City’s critical need for Workforce/Affordable Housing. To this end, the Council has determined that the Awardee shall utilize an available $750,000.00 in grant funding from the American Rescue Plan (ARPA) toward the redevelopment of this property and ten percent (10%) of the residential units created be reserved for rental rates not to exceed the Housing and Urban Development Department’s (HUD) eighty percent (80%) Rent Limit for the Portsmouth/Dover/Rochester MSA. These units shall be rented to tenants earning no more that eighty percent (80%) of the median income for the Portsmouth/Dover/Rochester MSA.
