a. Goals/Objectives for 1.3a responding to DHS procurements for PMAP, MinnesotaCare and SNBC • Collaborate with Hennepin Health to review its past RFP responses submitted to DHS for the PMAP, MinnesotaCare, and SNBC procurements to identify areas that could be strengthened and position Hennepin Health to improve its overall success and scoring in the procurements. • Provide concrete recommendations on ways to strengthen Hennepin Health’s RFP responses based on best practices Proposer has developed through previous experience assisting MCOs in responding to state Medicaid procurements. • Develop a comprehensive plan, including deliverables and timelines, to assist Hennepin Health in preparing for and drafting RFP responses for the 2027 PMAP/MinnesotaCare procurement (due in early 2026) and the 2028 RFP SNBC procurement (due in early 2027). • Lead the drafting of comprehensive, robust RFP responses to the DHS PMAP/MinnesotaCare and SNBC procurements. b. Goals/Objectives for 1.3b* related to assessing Proposer’s experience in and ability to assist with market/product expansion in Minnesota Medicaid • At Hennepin Health’s discretion, advise and assist Hennepin Health with market expansion into new Minnesota Medicaid products, including seniors and dual-eligible Medicare/Medicaid products that require a contract with the Centers for Medicare and Medicaid Services (CMS) • Assist with identifying and executing on a plan for infrastructure build to support new products and the corresponding Medicaid benefit set. • Provide direction, lead preparation and submission of a complete application to obtain a contract with CMS to provide new Minnesota Medicaid products. • Develop a detailed roadmap, including all deliverables and timelines for launching a new Medicaid product that requires a CMS contract and assist with responding to DHS procurements for such new products. * At the time of posting this RFP, Hennepin Health does not know whether services described in the Goals/Objectives for 1.3b will be required. If so, Hennepin Health, in its sole discretion, may award one contract covering both 1.3a and 1.3b services or two separate contracts. Your proposal(s) may address Goals/Objectives for either 1.3a and 1.3b or both.
