The categories of services under the Contract for Real Estate Legal Services are set forth below. As instructed by this RFP, Bidders are invited to indicate which of these services they are willing to provide. • Title Work: Conduct title search for each anticipated property and issue final title opinions. • Closing Services: Prepare and draft final closing documents. The following deliverables must be provided under FEMA grant requirements: o Title insurance o Warranty deed with deed restrictions provided by VEM (any incompatible easements or other encumbrances to the property must be extinguished before acquisition) o Settlement statement o Additional transactional documents necessary for closing o Additional grant document requirements provided by VEM Legal experience in the following areas is desired: (1) familiarity with Vermont state laws and regulations pertaining to real estate acquisitions, (2) understanding of current federal buyout or relocation programs (e.g. FEMA property acquisitions and buyout), (3) familiarity with state or federal grant administration and the state RFP process, including compliance with Vermont grant requirements set forth by the Agency of Administration, and (4) compliance with the Open Meeting law and related topics affecting public bodies in Vermont...
