2.0 Specifications 2.1 Required Product Quality a) The Zinc Orthophosphate to be supplied shall be highest quality and be suitable for use in the treatment of potable water. The Zinc Orthophosphate supplied shall have a zinc to phosphate ratio of 1:3, zinc between 11.5-13.5% as ZN, Orthophosphate between 35.5-37.5% as PO4, a density in the range of 13.0-13.3 lbs/gallon @ 77oF, a specific gravity of 1.56-1.60 @ 77oF, and pH (neat) <1.0. The product shall meet or exceed the provisions of the American Water Works Association, Standard B506-13. b) The supplier must furnish an Affidavit of Compliance that each lot of Zinc Orthophosphate supplied conforms to all applicable requirements of the AWWA. The City reserves the right to request a Certified Analysis for any or all lots of Zinc Orthophosphate to be supplied to the City. The City retains the right to stop a delivery to obtain and test a sample of the chemical prior to unloading. 2.2 ANSI/NSF Certification a) Suppliers are advised that the Iowa Department of Natural Resources has enacted a requirement that all water treatment or additive chemicals be ANSI/NSF Standard 60 certified. Compliance with this requirement will be a primary consideration in the evaluation and selection of a Contracted vendor. ANSI/NSF Standard 60 certification documentation specifically listing the name of the end supplier is to be submitted at the time of the bid. b) Notice shall be provided to the City 30 days in advance of any cancellation or expiration of the supplier’s ANSI/NSF Standard 60 certification. If at any time during the contract period the supplier is unable to provide a current ANSI/NSF certification, the City has the right to immediately terminate the contract. 2.3 Documentation Requirements - To facilitate proper evaluation, all bids must include the following: a) Supplier’s price per pound of Zinc Orthophosphate (FOB destination). The unit price must include all costs for supply, delivery, insurance, permits, testing and other related fees. b) A list of three (3) municipal water or wastewater treatment plants (with responsible individual and telephone number) that are current customers of the supplier. c) A full description of the Zinc Orthophosphate to be furnished to include the brand name, manufacturer and where the product was manufactured. If source of the chemical changes, Supplier must notify the City within 15 calendar days. d) Copies of “Typical Chemical & Physical Reports” for the product to be furnished. e) A full description of the supplier’s product quality assurances to include its suitability as an additive for drinking water and ANSI/NSF 60 Certification information including a copy of the ANSI/NSF 60 Certification listing the end supplier as the certified agent.
