Douglas County, Oregon is requesting proposals from qualified parties to provide engineering services for the design of the Douglas County Green Unincorporated Area Traffic Analysis and RAISE Grant Preparation. The County intends to enter into an agreement with one qualified consultant who can agree to the terms and conditions outlined in Exhibit A. The County is seeking a consultant who scores highest on this RFP based upon the criteria listed in section 8 of this RFP, can best meet the criteria as outlined in this RFP, and has sufficient, readily available resources in the form of trained personnel, support services, specialized staff and financial resources to carry out the work without delay or shortcomings. The project consists of an analysis of anticipated impacts and needed improvements to county-maintained roads in the Green Unincorporated Area due to planned modifications to Oregon Highway 42 by ODOT and providing Douglas County assistance in completing a subsequent RAISE grant application. This project is being funded in part through the U.S. Department of Transportation’s (DOT) Rural and Tribal Assistance (RTA) Pilot Grant Program. The project must meet the provisions of Douglas County’s Grant Agreement with the DOT and comply with the applicable requirements of part 200 of Title II of the Code of Federal Regulations (“2 CFR part 200”) and the DOT’s implementation of those requirements at 2 CFR part 1201.
