GENERAL MANAGEMENT SERVICES The Contractor will provide the reasonably required management services for the Bell Gardens Trolley and Dial-a-Ride (DART) that are necessary for the efficient and safe operations of its fixed-route and DART systems, facilities and equipment under policies, standard and procedures established by the City. In addition to managing the operation of the fixed route and DART services, the contractor will be responsible for fleet and support vehicle maintenance, driver training, recruitment, revenue collection, and accident investigation. Qualified proposers must be capable of providing professional management services including, but not limited, to the following: 1. Transportation & operations services consisting of routing, scheduling, maintenance of all equipment and facilities, system performance monitoring, planning and preparation of technical specifications for capital procurements, customer relations, ridership counts, marketing, accident and claims investigation, revenue collection for all fixed route and DART services. 2. Personnel related services that consist of bus operators hiring, training, safety, compensation, labor relations and labor contract negotiations and grievance administration. Contractor will be responsible for all costs associated with the employment of all bus operators and all additional management staff, administrative & clerical staff, subcontractors and/or Contractors employed. 3. Regulatory agencies compliance to include assisting with the preparation of annual National Transit Database reports, FTA Triennial Reviews, application and administration of Title VI procedures and programs; third party contracting, drug and alcohol testing & compliance; and ADA Compliance Regulations. 4. Supplying the necessary fleet and operators to operate both transit systems. Contractor will be responsible for all costs associated with the maintenance of the assets under its use and control and will have or develop an approved fleet maintenance plan and monitoring system. ROUTE AND SERVICE DESCRIPTION 1. Fixed Route Contractor will operate all designated routes, using contractor-provided buses with contractor-provided operators. Currently, the City operates three (3) cutaway buses to meet the needs of the City. Contractor will provide, at the Contractor's expense, supplies and accessories necessary for safe operation of such vehicles. The cost of fuel may not be part of the pricing proposal as the City is responsible for the purchase of fuel for the vehicles. For electric vehicles, the Contractor will be responsible for charging vehicles and supplying/ locating adequate charging stations. However, Contractor’s operators will be tasked with fueling their vehicles after a shift or at a designated time during their shift. The Contractor and Contractor’s personnel shall maintain and operate said vehicles and perform the services at all times in a safe, efficient, and lawful manner, and shall comply with all state, federal and local regulations. The Contractor agrees that the vehicles used in performing the services shall, at all times, be maintained and operated in a manner satisfactory to the City and suitable for passenger transportation and shall comply with American with Disabilities Act (ADA) requirements for provision of fixed route services. The Contractor shall maintain all vehicles per the standards of the manufacturer or as otherwise specified by the City. The Contractor shall complete all scheduled route hours on a daily basis as specified by the City. A map of the City’s fixed-route 52 stops is included in these specifications for Proposer’s review and consideration.
