The vendor will be required to complete the following tasks: • Stakeholder Meetings: Coordinate and facilitate meetings with key internal stakeholders to gather input and insights regarding current procurement operations. • Review of Internal Controls: Analyze the internal controls governing procurement to ensure effective oversight, compliance, and risk mitigation. • Procurement Policy and Procedure Review: Evaluate existing procurement policies and procedures to determine their effectiveness and compliance with Maryland State regulations and FCC thresholds. • Best Practices Research: Identify and compare FCC’s procurement processes against industry best practices in public procurement. • Technology Systems Review: Conduct a comprehensive review of current procurement technology systems and provide recommendations for improvements and upgrades. • Benchmarking: Compare FCC’s procurement operations with other similar public agencies to identify gaps and opportunities for improvement. • Customer Service Review: Assess the level of customer service provided by the procurement department, focusing on responsiveness, efficiency, and stakeholder satisfaction. • Procurement Organizational and Staff Analysis: Analyze the current organizational structure and staffing of the procurement department, evaluating its capacity and alignment with operational needs. Spend Analysis: Perform an analysis of FCC's total spend by vendor and identify opportunities to optimize procurement costs. • Tracking of MFD and Local Businesses: Evaluate current systems for tracking minority/female/disabled (MFD) owned businesses and local businesses within Frederick County, MD, and recommend enhancements. • Recommendations for Improvements: Develop specific recommendations for improving procurement organizational structure, processes, policies, technology, staffing, and customer service.
