The Ohio Department of Aging (ODA) is seeking Proposals for an out of the box Comprehensive Long-Term Care Ombudsman Program Management System to support Ohio’s Long-Term Care Ombudsman (OMB) program that advocates for people receiving home care, assisted living, and nursing home care. ODA is currently using and seeking to replace an in-house custom-built software system. ODA invites qualified vendors to provide a Proposal for a proven out-of-box software solution capable of addressing various program needs, including case/complaint management, request management, inquiries and information requests, issue management, provider database management, communication management, tracking of user status, qualifications, and certifications, conflict of interest screening, activity calendar, and training. The secure and confidential system should support information on facility visits, complaints received and investigated, advocacy, information and assistance provided, and community education. Further detailed information regarding system requirements for Long-Term Care Ombudsman Program Management System are listed below. To be considered, Offerors must detail how they can provide, and meet or exceed, the functionalities, capabilities, and services requested, along with an average anticipated configuration/deployment timeline. The Cost Proposal must include any one-time costs along with all ongoing, licensing, maintenance, or other costs designated as either required or optional. The target budget for this project is $350,000, with all services rendered by June 30, 2025. All invoices must be received by August 30, 2025 for payment by September 30, 2025. If a suitable Proposal is made by an offeror (Offeror) in response to this RFP, the Ohio Department of Aging (ODA), may enter into a contract (Contract). The selected Offeror (the Contractor) will perform all the scope of work described in this RFP (the Work). This RFP provides details on what is required to submit a Proposal for the Work, how ODA will evaluate the Proposals, and what will be required of the Contractor in performing the Work.
