Qualified proposers will be responsible for performing the following duties: • Providing a minimum of two professional trained staff to operate, manage, and secure the space from the hours of 7:00 PM - 7:00 AM, seven days a week. A minimum of two staff shall be maintained at all times. • The selected vendor shall be responsible for maintaining fire and life safety code compliance and facilitate any necessary inspections. • Overseeing the check-in and check-out process, including a written log of all station users and general demographic information. This must include the check-in of all bags, limiting bag access for the duration of their stay, and returning bags to the correct individual upon their check-out. • Monitoring activity within the space and address any behavioral concerns or conflicts and ensure substance are not being used on-site. • Maintaining cleanliness and sanitation of the space during and after hours, including the check-in area and restroom(s). • Actively securing and monitoring the space to ensure all individuals are staying within the appropriate areas. • Documenting and reporting any/all unacceptable behaviors or actions of clients served and any dismissals to the City on a daily basis. • Escorting individuals off-site to ensure there is not loitering on the property after closing and performing regular sweeps of the premises to remove trash and paraphernalia. • Setting up coffee and snack station, refilling when necessary and maintaining supply surplus. • Based on declarations of snow or extreme cold emergencies, the City may request extended hours of operation, subject to permission of the station location owner. Some capacity for staffing flexibility is preferred and should be noted in the proposal. • Within 30 days of the April 30th , 2025 station closure, the vendor shall be responsible for providing the City with an After-Action Report/Operational Summary Report in a format required by the City
