The City is seeking to develop comprehensive, citywide Affordable and Mixed Income Housing Strategies (“Plans”) for the City. The City’s goal is to identify and implement proactive programs and policies to advance the preservation and expansion of housing opportunities. The City seeks to assist households with very low to moderate incomes and persons with special housing needs, but also encourage diverse, mixed income multi- family and/or single family developments. The Plans will among other things: Inventory the City’s existing affordable and mixed income housing programs, including but not limited to, outstanding housing loans to residents and residential rental restriction agreements on low-income housing developments. Explore ways to leverage private development to address affordable and mixed income housing needs. Explore and implement policy options to reduce the risk of displacement of residents, including exploring applicable tenant protection policies and tools. Explore partnerships with local affordable housing developers and property owners/managers to preserve existing deed-restricted affordable housing units. Explore development of “Missing Middle” Housing Type. Explore ways to increase local funding to continue support of low income and special needs housing development.
