• Meet with City departments to assist City staff in identifying all documents and materials necessary to comply with Federal and State requirements. Coordinate meetings with stakeholders including but not limited to the following: o City Council o Planning and Zoning Commission o Texas Department of Transportation o Mansfield Independent School District o Constituents • Evaluate and identify issues within City-owned facilities, City maintained public rights-of-way, and City operations which may be discriminatory to people with disabilities. A review of the City’s exiting plans and documents shall also be conducted to ensure that the Transition Plan incorporates the City’s current and future goals and projects. The firm will formulate solutions for infrastructure and make recommendations for revised or new policies; • The firm will provide a detailed report and cost estimates to develop short, mid- and long-range capital and operational project and program planning of the recommended modifications; • Identify current and future funding opportunities; • Prepare a draft ADA Transition Plan report listing all recommended modifications including, changes to policies, facilities, and ROW, and providing research notes, field data collection, and data analysis; • Assist City staff to develop a tracking system compatible with the City’s software that uses geocoding and works with Geographic Information Systems (GIS). The tracking system shall include the monitoring and tracking tools to allow City staff to manage current accessibility issues and update the Transition Plan; • In coordination with City staff, prepare a final Transition Plan report in a format that meets the current industry ADA accessible requirements; • Present the final Transition Plan to the Advisory Committee, Planning and Zoning Commission, and the City Council.
