The selected Offeror shall serve as a consultant to assist the MSDE, DEI/SES M&A Section with monitoring activities. Consultants may be required to travel Statewide to perform the deliverables of this bid board. Consultants would be responsible for analysis of early intervention and special education services, services/related services, restraint and seclusion documentation, Alternate Framework participation, and policies and procedures from targeted data accumulated through various monitoring activities. The following deliverables are anticipated: 1. Collect data from the recorded reviews, interviews, observations, and other activities. Document the results to determine if procedures are compliant with IDEA Part C and Part B and COMAR. 2. Review corresponding LITP’s, LEA’s, and PA’s policies and procedures to determine compliance with federal and State requirements. 3. Document trends, summarize data, and provide initial analysis to support technical assistance and training pertaining to the Maryland general and alternate assessments and IEP Specially Designed Instruction. 4. Use technical resources in the collection and analysis of data; and 5. Maintain a monthly work log of activities to be submitted to the Monitoring and Accountability Section with your monthly expense report and disbursement chart. 6. Working knowledge of Part C and Part B regulations related to monitoring LITPs, LEAs, and PAs for compliance with IDEA, Part C and Part B and COMAR 13A.13.01; 13A.05.01; and 13A.08.04 7. Working knowledge of the requirements related to monitoring, technical assistance, and enforcement as required by the USDE, OSEP. 8. Knowledge of and experience facilitating interagency collaboration. 9. Knowledge of general education, Maryland College and Career Ready Standards, and the Maryland Comprehensive Assessment Program. 10. Working knowledge of Maryland Online Individual Family Service Plan and Individual Education Program systems.
