1. The contractor shall be a FAA Certified (Part 61 or Part 141) School to provide training to a pilot to obtain their Instrument Pilot Rating and Commercial Pilot Add-On Rating. 2. The contractor must be located within 100 nm of the VSP Lynchburg Aviation Base located at 702 Hanger Road, Lynchburg, VA 24502. 3. The bid must be all inclusive to include aircraft rental (to include check ride rental), simulator/AATD rental, flight/simulator instruction, ground instruction and test prep, study materials, FAA written test fees and Designated Pilot Examiner (DPE) fees (paid direct). The bid must also include the Part 61 or Part 141 minimums for ground and flight instruction. 4. The contractor must be able to provide suitably equipped aircraft and FAA certified flight instructors to support full time instruction (40 hours per week) on a schedule to be agreed upon between the contractor and the purchasing agency.
