ACQUIRE SERVICES (MODIFIED) It is the intent of the State Fiscal Accountability Authority (SFAA), Division of Procurement Services (DPS), on behalf of the South Carolina Department of Education (SCDE), to establish a new comprehensive evaluation system for schools, teachers and principals based on multiple measures of effectiveness, which will include student growth as a significant factor. With this RFP, SCDE requests a qualified vendor to develop value-added and growth measures of school, teacher and principal effectiveness, and create associated reporting mechanisms, to be used for the State growth portion of school accountability, and, in districts that opt-in, teacher and principal evaluations. The school accountability system will also allow for the development of performance profiles, based on aggregate teacher and/or principal effectiveness data, for every school district and every teacher or school leader preparation program. By linking individual student data with the evaluations of critical partners in the education of our students, South Carolina will be able to drive increases in student growth at every level of the educational system. The primary purpose of this RFP is to identify and select a contractor that will provide a software platform and professional services in support of this initiative. Contractors are invited to submit a comprehensive technical solution, including software licensing and maintenance, implementation plan, ongoing support, and pricing proposal that meets the SCDE’s requirements and satisfies all terms of this RFP.
