Project Objectives: 1. Review existing College CMS system and websites to assess College’s CMS requirements. 2. Provide the College with a modern CMS system that will sustain the College’s websites. A commercially available off-the-shelf CMS software that meets all technical requirements specified in this document. The software should come with all necessary licenses for full operational use in nonproduction and production environments. 3. The solution must be cost effective. The College’s budget is done annually with multiple funding sources. If the proposal has ongoing operational costs, they must be predictable. 4. The solution must have the ability to expand, or contract based on the College’s requirements. Scaling, adding additional content and websites, should not require a fork-lift upgrade or additional licenses. 5. Provide training for the system administrators and web developers so they can quickly run and maintain the solution. This could be in the form of training vouchers for classes and access to training materials. 6. Secure the CMS system and websites. Implementation and configuration of CMS following industry secure practices. 7. Meet technical requirements outlined in this proposal. Scope of Work: FCC requests proposals from qualified vendors to modernize the content management solution used to manage FCC’s websites. The websites are hosted by a third party. The College’s technical team will work side-by side with the vendor selected for this project to implement the solution. The vendor is expected to have expertise and perform all duties required to have successful implementation of the solution. With the new capabilities of the CMS, FCC will utilize the modern design and functionality to improve service to visitors, as well as meet Web Content Accessibility Guidelines (WCAG) 2.1 Level AA Standards. The resulting web sites should be easy to navigate 1. Review the request for proposal project documentation. 2. Develop a response to the RFP that meets College requirements. The RFP/design document must be developed and shared with the project team that details implementation and transfer of content. a. Response to RFP needs must incorporate the following itemized items: i. Cost of software license ii. Cost of implementation (services) iii. Cost of training iv. Cost of software maintenance (initial and ongoing) 3. The College will invite the finalists for a technical presentation of their proposed solution. Presentation must address College requirements, share why the solution is being proposed for College, and advantages or unique capabilities the solution provides. 4. The offeror will need to provide project oversight to ensure that the project is successful. • The Officer will meet and communicate with the College team weekly throughout the project to discuss risks, project schedule, resource scheduling, implementation plans, any other concerns as the platform is implemented, or other items that may arise. • Minimal downtime is expected so implementation plans will need to be developed to not disrupt College websites. If downtime is required, it must be scheduled outside of College hours of operations. 5. Planning and Design a. Perform analysis of existing CMS, website content, operational practices or other information required. b. Develop a plan to implement a solution. Based on your previous experience with these projects, the project team would like to discuss good practices to successfully complete the project. The CMS has lots of content and some of the content needs updating, so one approach may be to migrate content from current CMS to new CMS while another may be to make some updates to content. c. Design the implementation to minimize risk and provides ability for stakeholders to review and test. The project team envisions a phased implementation of solution. Some approaches could be to stand up a separate server with new site to be evaluated by College stakeholders, deploy to non-production environments, and perform testing, etc.
