The objective is to support high-quality universal screening for substance use in the perinatal population. The Substance Exposed Newborn Initiative (SENI) seeks to incentivize health care facilities to implement and maintain universal evidence-based screening for substance use for their perinatal patients through financial support in the form of stipends. The objective of this RFQ is to find a vendor to facilitate that process including procurement, tracking of expenditures, and reporting expenditures and progress to the Section. Long term outcomes of the SENI program and universal evidence-based screening include: • Increased maternal referral to and participation in appropriate treatment modalities • Decreased maternal substance use during pregnancy and postpartum year • Improved perinatal and infant outcomes • Decreased need for Office of Children’s Services protective interventions in the first year of life/first year postpartum • Improved maternal morbidity and mortality rates.
