A. It is the Administration’s intent for this opportunity to provide one (1) entity (“Selected Offeror”) that provides a complete and comprehensive noise monitoring solution and demonstrates successfully its ability to install, establish, and provide all required services and materials associated with the operation & maintenance of a NOMS, including final design, function, software, hardware, infrastructure, integration, technical services and support. The Selected Offeror shall submit a Technical Bid that meets the functional, operational, performance and redundancy/resiliency goals indicated in the requirements of this Invitation for Bid (“IFB”). B. The Maryland Aviation Administration (Administration or MAA) shall have the unilateral right to order, in writing or verbally, changes in the work within the scope of the Contract in accordance with General Provisions clause “Changes”. C. The term “Administration” is used through these specifications and means the MAA’s Contract Administrator or a designee, or other management personnel. The phrases “the Contractor shall provide” “at no additional cost to the Administration” means that there shall be no separate line item for compensation and that the cost shall be factored into any unit cost as stated in the specifications.
