1. Service Delivery The Contractor, except as noted herein, shall comply with standards set by the Commission on Accreditation of Ambulance Services (CAAS). Accreditation of Contractor by CAAS shall be evidence of compliance with CAAS standards. The Contractor shall provide full and complete operation, maintenance, and management services to efficiently and effectively provide emergency medical service, helicopter-based aeromedical transport services, and non-emergency ambulance service within the City on a twenty-four (24) hour per day, seven (7) days per week basis. The Contractor shall work closely with the Hot Springs Fire Department (HSFD) in delivering these services. The Contractor shall furnish and supervise all necessary personnel, facilities, and equipment for the conduct of these services as hereinafter set forth. The City will not provide any equipment, personnel, or facilities for the services, nor will the City participate in any costs of such services whatsoever. The Contractor shall purchase and install interoperable voice communications mobile and portable radios in each of its units capable of operating on the City’s public safety radio system. The Contractor shall bear the cost of the purchase of these units and any subscription fees associated with the use of the system. Unless otherwise agreed upon by the City, the Contractor will provide dedicated emergency standby services at no additional cost. Emergency standby services include any public safety event (e.g., SWAT response or hazardous material containment) within the City for which an ambulance is requested by the City Manager, police chief, fire chief, assistant fire chief, training officer, or other local public safety officials. 2. Service Area The service area shall be the corporate limits of the City as such limits now exist or may henceforth become. The service area may be modified by mutual agreement of the contracting parties. Respondents are hereby advised that any franchisee granted pursuant to this RFP is granted only within the corporate limits of the City.
