It is the intent of these specifications to describe in sufficient detail to secure bids on comparable items. Any items not conforming to these specifications will be rejected, and it will be the responsibility of the bidder to conform to the requirements unless deviations have been specifically cited by the bidder and an acceptance made by Benton County on the basis of the exception. All work performed & materials used shall be provided in accordance with Arkansas Department of Transportation (ARDOT) Standard Specifications for Highway Construction (2014 edition) and as shown on the plans. The County will provide a minimum of two intervisible control points near the work area. Control staking will only be provided once and it shall be the responsibility of the Contractor to protect and maintain during construction. All other layout and staking of work to be performed shall be the responsibility of the Contractor. Erosion Control – Contractor Shall be Responsible for furnishing, installing, and maintaining all required Storm Water Pollution Prevention (SWPP) BMP’s to adequately protect against sediment runoff from the project site during construction and until final re-vegetation of all disturbed areas has been established. No separate payment will be made for this work as it is to be considered subsidiary to the construction the roadway and drainage improvements and all associated costs shall be included in the amount bid for various bid items included. Payment for work completed will be made at the unit prices bid for the various items of work listed on the bid sheet. The unit prices bid shall be full compensation for all materials, equipment, labor, and incidentals required to complete the project. No separate payment will be made for any other items of work or services required to complete the project, any other work required to complete the construction in accordance with the plans and specifications shall be considered subsidiary to the construction of the roadway and drainage improvements and all associated costs shall be included in the amount bid for other bid items. 5% Bid Bond required at time of bid submittal. 100% performance bond shall be provided at time of contract signing. A maintenance bond in an amount equal to the final construction contract amount shall be provided by the contractor for a period of 1-year after completion of the work. A signed contract must be provided to Benton County with all bonds, insurance, and other requested documents within 7 days of receiving Notice of Award. Schedules & Deadlines: Benton County will allow flexibility for the beginning date and will work with the contractor to determine an acceptable schedule for issuing the notice to proceed in accordance with the allowable completion schedules and dates listed. Project must be substantially complete within 120 calendar days and ready for final payment within 150 calendar days after the notice to proceed date. Completion date for this project must be no later than December 31, 2025
