The Board of Ada County Commissioners is seeking proposals (“Proposals”) from vendors qualified to provide Ada County Flexible Spending Account and COBRA Programs Administration and Retiree Enrollment, Billing and Collection Services FY2026. The intent of this Request for Proposals (RFP) is to obtain proposals from qualified vendors for providing administrative services for Ada County’s Flexible Spending Accounts (FSA) Program to include Health Care, Dependent Care, Consolidated Omnibus Budget Reconciliation Act (COBRA) Administration, and Retiree Enrollment, Billing and Collection Services. Ada County (County) is exempt from Employee Retirement Income Security Act (ERISA) as a public employer. The FSA plan must operate as and qualify under Section 125 of the Internal Revenue Code.
